Title says it. The only thing you can do from ADS when using toggle is check ammo or reload.
Since that involves dropping the weapon out of the sights to perform the action, why can't a player kick down a door, vault, refill ammo or reinforce?
It's not noticeable when you have ADS set to hold, since you're going to come out of ADS to perform them, by merely lifting your finger from (usually) RMB.
With toggle on it becomes a key sequence. It wouldn't seem like the extra tap to come out of ADS and go back into after action is that much more of a pain, but it is.
