Changing graphic settings bumps up the frames
So, i am sitting a set fps of 120, whenever i change the graphics when not in game (also in game), the lock is removed somehow and the frames get bumped up to the 300's and my CPU's fan go nuts. This also happened before the last patch, only thing to fix it is to quit the game and restart it.

You should limit your FPS count in Nvidia Control Panel or via Steam launch options (type command -fps_max 120).

In this case, I would recommend to do clean GPU driver installation. With deleting all created profiles (settings). Because issue is on the Nvidia control side.

Well, than it's even weirder this is happening seeing i have a AMD card!

Not sure about FPS capping in AMD Software. But GPU driver reinstallation is in the same manner. You can additionally use AMD Cleanup Utility to remove all files and setups, which may lead to issues.
