Civilian Shooting Penalty Idea

I had this thought about the penalty of what should happen when the player shoots a civilian when reading other comments and thought what if, instead of resulting in an instant mission failure for shooting a civilian, you get 3 chances?

To elaborate, if the player "accidentally" shoots 3 civilians, they get a '1 minute' or '30 seconds' cut scene that's unskippable, and depicts some sort of guilt or mental dissatisfaction with the player's character actions that stops the gameplay or restarts the level/mission.

If the player "intentionally" shoots 3 civilians, they get a different '1 minute' or '30 seconds' cut scene (unskippable), that maybe depicts dishonourable discharge or relatable punishment, and instead of allowing the player to replay the mission or campaign, have their campaign/scenario playthrough reset, a type of permadeath situation.

To address the accidental or intentional, I'm thinking if enemies are within a 3 metre radius of a civilian when the civilian is shot would be classed as accidental, any further would be intentional.

I see where you are coming from, but I think focusing on something so superfluous would for lack of better words, be a waste of assets and development as you're focusing on something that can be solved quite simply. Which, in this case, is if you harm a civilian it is over.

Like I said, I totally understand where you're coming from and what I just said is my own two cents.

Mmmmh, I think it would be more realistic if they let you shoot whoever you want, maybe it can affect the mental health of your character but there's no need to apply penalties.
